Dust Control Permits + Policies + Pricing
A new permit is required every year for dust control services. Old permits cannot be reused. Counties rely on this information to prepare roads, avoid grading during the season, and coordinate treatment timing.

Bremer County Permit Lists Flag Policy: White flags must be clearly visible and remain in place for the entire permit period to ensure proper application.
No dust control applications will be completed before May 22, 2026 (weather dependent). All permits expire on September 21, 2026.
Flagging Requirements
All dust control areas must be clearly marked with flags at the beginning and end points and maintained throughout the season. Proper flagging helps prevent disruption of the treated surface by maintenance equipment. Neither the County nor Deano’s Road Dust Control is responsible for flag placement or for any disruption caused by missing or improperly placed flags.

How to Complete Your GeoPermits Application
Open the GeoPermits link.
If you do not have an account, please register for one.
If you already have an account, simply sign in.
Select Iowa, then choose Butler County.
This will take you to Butler County’s permit page.
Under the Secondary Roads Department, click “Start Application” for the Dust Control Permit.
Search for the property receiving dust control using one of the following:

Select the correct property and click Next.
Review the permit conditions, then click Next again.
Fill out your information:
If you are the property owner, your information may auto-fill.
If you are not the property owner, please enter your information manually.
Click Next when finished.
A map of your property will appear.
Once it fully loads, use the toolbar and select the Measure Tool.
Click along the road to mark your dust control area (start point to end point).
Double-click the final point to complete the line (this step is required to continue).
Note: The measurement does not need to be exact. It is only a guideline. We use flags in the field to mark the exact application area. Butler County requests that lengths be rounded to the nearest 50 feet.
Select the number of applications (1, 2, or 3 applications).
We typically recommend 2 applications (spring and fall) for best results.
Select Deano’s Road Dust Control as your contractor.

Flagging Policy
Applicants must obtain flags from the County Engineer’s Office and clearly mark the beginning and end of their dust control area at the fence line before May 15, 2026.
Proper flag placement is essential. Missing, unclear, or improperly maintained flags may result in the County blading through the treated area. The County is not responsible for any re-treatment costs due to incorrect or missing flags.
Flags must remain visible for the entire dust control season. If flags are absent or unclear at the time of application, Deano’s drivers will use their best judgment when applying product.
Applications are completed “flag to flag.” If the measured distance exceeds the prepaid footage, the applicant will be billed for any additional footage applied.

Clay County Permit – Flagging / Markings
To ensure proper application, you must clearly flag or mark the area where you would like dust control applied. If the area is not clearly marked, it will be at the driver’s discretion how to proceed with the application. Flags also serve as a reminder to road maintenance crews to avoid blading the marked area throughout the dust control season. If flags are improperly placed or not clearly visible, the treatment may be disturbed, and neither Clay County nor Deano’s Road Dust Control will be held liable.

Each location treated for dust shall be marked at both the beginning and end with a 5” x 8” colored plastic flag, mounted 36” above the ground, supplied by Sac County Engineer.
The applicant must obtain flags from the Sac County Engineer’s Office, 499 N 19th Street, Sac City, IA 50583.
Only flags provided by the Sac County Engineer’s Office will be accepted.

Story County Permit – Flagging / Markings Responsibility
Dust control applicants are responsible placing flags or clear markings, as well as maintaining their visibility throughout the entire dust control season.
Each dust control location must be clearly marked at the beginning and end of the treatment area using colored plastic flags. Flags are supplied and installed by the vendor or may be picked up at the Webster County Engineer’s Office for installation by the applicant.
Four flags are required per location.
Flags must be placed on the outside shoulder edges at the extreme limits of the application area.
All flags must be installed no later than the second Friday in May.
Webster County Permit – Flagging / Markings Responsibility
Dust control applicants are responsible for placing flags or clear markings, as well as maintaining their visibility throughout the entire dust control season.
Dust control applications may begin no earlier than the third Friday in May, unless special arrangements are made with Webster County.
A notice will be provided to the applicant by the vendor stating that Webster County will attempt to honor dust control treatments from the third Friday in May through October 1, but this cannot be guaranteed.
During this time period:
The county may blade roads as needed if rough surface conditions develop.
Service to the traveling public takes precedence over individual dust control areas.
All dust control areas will be bladed after October 1st as part of normal road maintenance.

Wright County Permit – Flagging / Markings Responsibility
Dust control applicants are responsible for providing and placing flags or clear markings, as well as maintaining their visibility throughout the entire dust control season.
Permit Information: This permit is intended for dust control applications within city limits, on private property, or on roads, businesses, parking lots, and barnyards where a county permit is not required. The permit serves as a contract between Deano’s Road Dust Control and the applicant and must be completed and signed annually to receive service.
Pricing & Details: Select the county above where your dust control will be applied to view current rates and deadlines.
If your application is within city limits, you only need to complete this permit; not a county permit.
Signup Deadline: Permits must be submitted with payment by your county’s deadline to allow for proper coordination with City maintenance and required approvals.
Applications are scheduled based on county readiness and routing. Special requests may be accommodated if approved in advance.
Road Maintenance Notice: City crews may blade or maintain the road surface before or after dust control application as needed. Deano’s Road Dust Control has no control over these maintenance activities.
Application Instructions: Applicants must clearly indicate where dust control is to be applied. If no instructions, markings, or flags are provided, the application will be completed at the driver’s discretion.
Complete your county’s dust control permit with all required details. Each county has its own rules, timelines, and guidelines, so please review your permit carefully.
Permits must be signed by the property resident or owner. Unsigned permits cannot be accepted or submitted to the county.
Clearly indicate exactly where dust control should be applied so both our drivers and county blade operators know the treated areas.

Drivers will follow the instructions provided. If markings or directions are unclear or missing, treatment will be applied using best judgment.

Dust control treatment cannot begin until your county prepares and releases the roads. Deano’s coordinates directly with the county for scheduling and approval — customers only need to work with us for sign-up and payment.

If flags are missing or not visible, drivers may apply treatment using reasonable judgment or the application may be canceled. Failure to properly mark treated areas may result in treatment being bladed through.
The county reserves the right to blade treated areas at any time if road infrastructure is affected, safety is compromised, or conditions are deemed hazardous. Some county permits may require residents to maintain potholes or road conditions to help protect infrastructure. Failure to comply may result in blading.
Neither Deano’s Road Dust Control nor the county is responsible for areas that are bladed during the season. Blading is part of the county’s maintenance schedule, and Deano’s has no control over road preparation or blading decisions.
By signing and submitting your county dust control permit, you acknowledge and affirm that you have reviewed, understand, and agree to Deano’s Road Dust Control’s Terms and Conditions and all applicable county policies and requirements. Deano’s Road Dust Control operates in coordination with participating counties as an approved vendor, and all products applied to county roads have been reviewed and approved by the county as part of the vendor authorization process.
To ensure your road receives dust control treatment, a new permit is required each year. Old permits cannot be reused. Deano’s Road Dust Control handles all permits and coordinates directly with your county for spraying.
Note: The county does not release roads by individual property; they release areas as a whole. Once the county releases the area, Deano’s receives authorization to begin applications.
